Eli Frankel

CEO & Founder

As a veteran healthcare operator, Eli has a proven track record for balancing patient care delivery with operational efficiency in the senior healthcare space. He began his career in healthcare administration in 2008 working as a Licensed Nursing Home Administrator serving skilled nursing facilities (SNFs) in New York and New Jersey. In each facility, Eli quickly transformed them into fully-functioning, five star rated - stabilized assets. Eli’s strengths center on his analytical skills, fiscal prudence and his keen understanding of the operation. Elis' approach cultivates teamwork and respect while ensuring high quality outcomes. In addition to his work, Eli actively contributes to the community through various local charitable and community assistance organizations. He holds certifications as a Licensed Nursing Home Administrator and a licensed Emergency Medical Technician-P (EMT) in the State of New Jersey.

Nanci Vekios

Vice President of Strategic Development

Serving as Vice President of Strategic Development, Nanci has an extensive history of fostering relationships within the healthcare industry. Armed with a strong understanding of multiple hospital structures and systems, she has a history of overseeing multiple company representatives in a plethora of settings. Respect, determination, and compassion are some of the key characteristics preached by Nanci when reflecting on performance with her personnel. Strengths including communication skills, multilingual capacity, creativity, and an ability to bring atypical positive ideas to light have all contributed to propelling her career from a front-line Clinical Liaison to the imperative management position with Excelcare.

Erick Venegas Campos, BSN

Vice President of Nursing and Clinical Services

A true leader at heart, Erick has worked in the healthcare industry for the past 7 years. Working in the long-term, sub-acute, and ventilator units, Erick has excelled professionally to provide high level care. Erick’s passion, work ethic and skills have allowed him to grow rapidly in the field holding various titles such as lead nurse, unit manager, wound nurse, and infection preventionist. His most recent accomplishment is serving as the director of nursing at a 5 Star facility. Dedication and commitment to outcomes have earned the trust of families and colleagues. Uprising and humble beginnings have contributed immensely to his attitude that no job is too big or small. A husband to a US Marine Veteran, Erick has a special heart for the care of those who served the country. Erick’s everyday goal is to oversee the safety of residents, families, and staff. Erick, like many other healthcare workers, battled through the COVID-19 pandemic with resilience and bravery.

Shlomo Fine, CPA

Chief Financial Officer

With over 8 years of healthcare finance experience, Shlomo Fine serves as our Chief Financial Officer, managing the financial health of our multiple facilities. He excels in developing financial strategies and monthly budgets that reduce costs and maximize revenue. As a positive and collaborative team player, Shlomo uses his analytical and technical expertise to review financials with our team, identifying key areas for future success and ensuring budgeted goals are met. He also oversees cash flow management, contributing to the smooth operation and financial stability of our entire organization. Shlomo maintains close relationships with banks and ensures strict financial compliance.

Lauren Rastegarpanah, RN, BSN

Vice President of Quality Assurance and Risk Management

Lauren has dedicated over 13 years to nursing, with more than 12 years of leadership in Post-Acute Care. Her extensive clinical expertise is rooted in her early days as a supervisor in a Skilled Nursing Facility, and she has since risen to the role of Regional Director of Clinical Outcomes, overseeing 13 post-acute facilities and two assisted living communities. Lauren’s hands-on approach and attention to detail were crucial as she successfully led these facilities through the challenges of COVID-19, often working alongside frontline staff. A natural leader, she is deeply committed to driving top-quality, evidence-based, patient-centered care. Lauren is also a proud mom of three boys, balancing her professional achievements with her dedication to family and staying true to her moral values.

Meir Waxman, RN, BSN, RAC-CT, RAC-CTA

Vice President of Clinical Reimbursement

Meir Waxman brings a wealth of experience and expertise to the role. With a strong foundation in nursing and specialized certifications in clinical reimbursement, Meir ensures that our facility maximizes the accuracy and efficiency of our reimbursement processes. His deep understanding of the regulatory landscape, combined with a commitment to compliance and patient care, enables us to deliver high-quality services while maintaining financial sustainability. Meir’s leadership is instrumental in navigating the complexities of healthcare reimbursement, ensuring that we can continue to provide exceptional care to our residents.

Ahuva Davis-Levy, LNHA

Vice President of Human Resources & Payroll

With extensive experience in Skilled Nursing, Ahuva joins us as the VP of Human Resources & Payroll, bringing a wealth of knowledge from her roles as a Regional Administrator and in managing large HR/Payroll portfolios. Her primary focus is on streamlining our HR processes and eliminating agency use, ensuring that each facility operates at peak performance. A licensed NHA for over 20 years in Maryland and Illinois, Ahuva recently relocated to NJ. Her expertise and commitment to efficiency will play a crucial role in enhancing our operational excellence and supporting our dedicated staff.

Josh Raider

Controller

Josh joined Excelcare in 2022, bringing over 15 years of expertise in medical billing. Since starting in 2007, he quickly advanced to overseeing billing operations for over 30 Skilled Nursing Facilities, managing all payers and revenue streams. Known for his hands-on approach, Josh became an in-house billing controller in 2013, where he directly engaged with families and residents. His leadership in AR meetings, audits, and financial oversight has been key to Excelcare's early success, focusing on maximizing ROI, managing expenses, and ensuring vendor accountability.

Sam Gottlieb, LNHA

Regional Administrator

Sam’s “Be There” approach has him traveling to each of the facilities to personally assist in leading the day-to-day operations. He prioritizes connecting with patients and staff with transparency and effective communications; assuring that everyone—patients and staff alike—feel like they are part of the Excelcare family.

Maurice Duran

You can trust Maurice to ensure that Excelcare's staff delivers appropriate, professional care while treating every resident with respect and compassion. Maurice actively engages with our staff, residents, and their families, demonstrating his commitment to excellence. As the consummate professional, he consistently offers guidance and feedback, always striving to enhance our services. Overseeing our New Jersey facilities, Maurice's leadership drives Excelcare to continually set the standard for excellence in healthcare delivery.

Moshe Plotnik

Vice President of Plant Operations and Projects

With 15 years of experience in Skilled Nursing Facility (SNF) healthcare, Moshe Plotnik focuses on Plant Operations and Life Safety across our centers. His extensive expertise spans the commercial and residential sphere in the areas of maintenance, construction, and property management. Moshe excels in addressing a wide range of maintenance issues, from electrical to plumbing, HVAC, to fire protection systems , while ensuring compliance with CMS healthcare regulations. His innovative approach brings proven efficient and effective solutions throughout our operations.

Nikki DiPasquale

Director of Digital Media

In her role, Nikki leads Excelcare’s efforts to promote the facility on its social media channels. A communications professional with experience in digital communications, social media, and graphic design. She is responsible for creating content and distributing it in the best strategic way in order to meet our ambitious view targets.
